You can ask a material crafter to make it for you for a ridiculous ammount of wood. I once got a chunk of coal dropped by an Earth Elemental.

Yes an NPC... but as stated you can loot them. I got three on loot drops (two of which I still own).

They also sell it at Walmart on the outdoor cooking isle

BTW, simply searching for "charcoal" would have turned up this very informative thread. Please try searching in the future.
